I have two cars and one is on the boot list,can the city boot the other car as well

They can do whatever the hell they want. Whether they're correct in booting your car or not is another story but I can guarantee you're not getting the boot off until you pay the fine/removal fee.

I was once booted by mistake in the long term parking lot at O'Hare and I still had to pay everything before I was able to officially contest it.

The boot really sucks.
