For hanging out/visiting:

1. Intact areas of historic inner-ring neighborhoods: downtown, Wicker Park, Pilsen, Gold Coast, Bronzeville, Lincoln Park, West Town.
2. Lakefront neighborhoods filled with prairie-style apartment buildings and other goodies: Hyde Park, Uptown, Edgewater
3. Everywhere else (tie) .... not dissing, I think that every neighborhood in the city is extremely interesting.

For living:

1. West Town
2. Noble Square
3. East Village

Definitely LIVING. The criteria I mentioned were "livability, amenities, etc," purposely leaving the question wide open.

Since you're asking based on livability and amenities the top two would definitely be...

1. Lakeview
2. Lincoln Park

In general though...

3. Edgewater, specifically Bryn Mawr or Andersonville

4. Wicker Park

5. Hyde Park
