Pardon your inconvenience. First of all, I too have gone through a similar situation, in the past. I once moved while in the process of waiting for a garment being delivered [to my old address] through USPS. After tracking the item [as you did] and confirming that it was delivered to my old address [as you did], I decided to call the company who I bought it from. First, they replaced the missing garment, then they shipped it to my new address at no additional charge. I suggest you try this. Lastly, as for tenants who park in the wrong spot, my dad use to have that problem. He lived in a building [with assigned parking] where his neighbors, as well as their friends, would often take his spot. This went on until one day he simply parked directly behind them. Then, after "blocking them in", he went inside, kicked-off his shoes, hung-up his hat, and watched T.V. From that day forward, no one parked in his spot again. I guess they didn't enjoy being forced to wait for a slow-moving, grumpy old man, to move his car, i.e. let them out. Good luck.
