I too have 3 Chicago parking tickets due to expired window and plate stickers. I failed vehicle emissions due to a failed transmission and com****r regulator. Vehicle emissions suspended my plates therefore I could not buy sticker(s). I am going to contest my tickets, due to huge amounts auto-mechanics want to repair my car ($3,000.00 to $5,000), and my being in between jobs (zero income).

You need a reason why you don't have stickers, maybe you can find a good enough reason to contest tickets.

Good Luck!

You can park anywhere with a Michigan plate when and where there are not permit restrictions. However, the city takes a dim view of people who do not get a city sticker within 30 days of arriving, requiring a copy of your lease as proof of when you moved to the city. If you wait more than 30 days they will charge you an extra $40. And you can't get a city sticker with out-of-state plates.

Don't change over your driver's license without changing your plates and getting a city sticker! Either you are a local resident or not. If you're a student from out of state, there is no need to change tags or your license. However, if you have moved here ...

Now what if I lived in Chicago, and my car was registered and owned by someone out of State? I am using an extra car that my parents have and don't use. So I can't really claim it as my own. Just wondering what I should do.

Pay it or they'll send a collection agency after your parents.

If there is anyway that they can link the car to someone in Chicago, then it needs to be registered.
I would honestly just pay the $78. Then you don't have to worry about it and won't get any tickets.

If it's still registered to your parents, I don't see any reason why it needs to be registered in your name.

i have no lease, i'm just renting a room and they don't want to claim me on their taxes. thanks though for the warning on the $40 bucks.....they know i've been here because i just got a damn parking ticket! my car had died and i was at work when they cleaned the street.....i fought it, but we'll see what happens. one thing i'm starting to realize about chicago, its a great city but they love taking my money:} (i had to pay $2.50 to ride on the chicago skyway! i never had to pay to drive on roads in michigan?)
