What is that stuff that people put up, and where do you get it? Is it pricey? Do landlords typically do that for their tenants?

The plastic stuff? You can get it at any hardware store, it's not expensive, and while you could ask, I've never seen a landlord do it.

That said, I've always thought a nice pair of curtain panels made specifically for keeping out the cold and light work better. We got nice ones for $60-100 a window from Bed, Bath and Beyond or similar and have taken them with us to several apartments.

You can look online at any of the home improvement store's websites to find out. When I did a search for weatherstripping those kits you are looking for were in the listing. Those curtains are really good too if you have a serious leakage problem.

Yeah like aragx6 said any hardware store has what you are looking for. Home Depot, Lowes, Ace Hardware....
