Cavel horse slaughter plant just got a stay to keep slaughtering horses. Their oozing tank is gone, don't know how they are ridding themselves of the stuff that once overflowed the tank.

I hate horse slaughter too. Does anyone else hate horse slaughter? You should read how sneaky these people are so they can continue to slaughter horses. Just go to www.marynash.org (broken link)

DEKALB SANITARY DISTRICT TO FINALLY ENFORCE

FINES AGAINST CAVEL INTERNATIONAL, INC.?



Will Cavel International, Inc., the horse slaughter plant in DeKalb, Illinois finally have to pay for its ongoing violations of its Special User Permit? If the Citizens of DeKalb, a group dedicated to ensuring that the plant will no longer be allowed to pose a public health threat due to the questionable waste it produces, have it their way - the answer will be a resounding yes.

The DeKalb Sanitary District had previously levied $25,000 for violations in January-September of 2006, which have been held in escrow for unexplained reasons. Most recently, the District issued a new administrative order and a $55,000 fine for violations of the company's wastewater permit. The District had previously stated its intent to fine $1,000 per violation for violations during the last part of 2006 and the beginning of 2007, of which there have been 55. Cavel's attorneys are expected to be present at the next meeting of the Sanitary District to dispute these fines.

Per the minutes of the March 21, 2007 meeting of the DeKalb Sanitary District, Mike Zima, District Manager, stated "If they are not in compliance by March 31, 2007, the District’s compliance enforcement will call for further consequences leading ultimately to a revocation of their permit". Furthermore, per the minutes of the April 18, 2007 meeting, Mike Zima stated, "Cavel continued violations of their ammonia limit and did not achieve compliance by the end of March as they had committed to do".

Cavel physically disconnected their process discharge pipe from the District’s collection system on March 30, 2007 (but not the office restrooms which have a different discharge point). Mike Zima said "that they would not be allowed to re-connect to the system until they could show themselves able to be in compliance with their permit 'from day one'”. This was surely done as a means to avoid further fines due to a system that was never going to be in compliance by the March 31, 2007 deadline issued by the District.

It is time that the DeKalb Sanitary District stand behind its own words and properly enforce the collection of all fines levied against Cavel International, Inc. for its continuous violations, as well as its threat of revocation of Cavel's Special User Permit.

It is also of interest that Cavel International, Inc. is now hauling all waste, both liquid and solid, off-site. The Citizens of DeKalb would like to know what, if any, part the DeKalb Sanitary District is playing in the current waste-disposal methods of Cavel International, Inc.

A strong citizen representation is encouraged to attend the next meeting of the DeKalb Sanitary District, which will be held at 5 p.m. on Tuesday, May 15, 2007. The DeKalb Sanitary District is located at 303 Hollister Avenue P.O. Box 624 DeKalb, Illinois.
