I definitely think that Gary is a suburb of Chicago. It is a short drive out of the city (I think you can still see the skyline).

Kenosha is a different story. I know that it is technically considered part of the metro area, but I don't consider it a suburb. This is because it is a very far drive from the city. Also, there is such a division between WI and IL that I don't think anybody from WI would ever consider themselves to be part of the metro area that the Bears play in.
