I don't know about current times but when I was a kid I used to get the Fall Preview issue of the TV Guide and write to unknown actors on the new shows I thought I might like, before their show aired and they became well-known. It was a great way to get a response/autograph because I'm thinking they actually read those very few letters they got before anyone saw their show for the first time or knew who they were. Once the shows aired and they got famous, it was too late, in my opinion. I always got some response.
I have written to the occasional stage actors after a particular spectacular performance to express my pleasaure and thank them for a great evening and got a polite and friendly response every time. The last one was Leslie Nielsen a few years ago after his maginificent one man show as "Clarence Darrow". He was simply breath-taking .
If the person isn't that popular, you may get a personal response, or you might still get a press agent.
