The way that I post photos on CD, is that in my own profile here, I have created a public album called "pics for posts" (I also have a private album that's supposed to only be for "friends" to see, and I've always hoped that these settings work as intended...) and you can upload your photos into that album, from a browser on your phone or from a computer if your pictures are stored there, and when you've done that, it will give you the code underneath the picture, to post them in the forums.
If you simply copy/paste the provided "BB Code" that shows up under the photo in your album (in your City Data profile) then your photo will show up the way that mine have above.
If you want to do the little thumbnail, City Data also gives you a photo URL (link) that you can paste into the "insert image" tool, if you look for that little yellow square with the mountain button at the top of the message post box there.
I personally find it easier to store pictures I want to share right here on CD than to figure out an external hosting platform, since I, too, used Photobucket once upon a time and it apparently went ka-blooie.
