You should find the college first, then find a neighborhood. It's expensive to be out of State. If you come and live for a while you can get instate tuition. Safe is relative to what your lifestyle is. Will you have a car? How much can you put in for rent?

Rent is high in San Francisco, but if you can find roommates it's worth it. It's perfectly safe if you don't have a car. If you do then you ave to worry more about area. If you run around after dark theres a few bad areas too.

If cheap is important, find a new state.

Why California? More specifically, what is it that is attracting you to California? Because quite simply, the state is very diverse in every way, so if you are imagining something specific in your head, we can direct you appropriately.

FYI...Cali is a city in Colombia. California is a state on the west coast of the United States.

1) Stop calling me Cali.

2) I would consult the resources available through your university (?) concerning where to continue school, and tuition, before relocating.

3) Good and cheap are mutually exclusive here, even with our currently very high unemployment. As far as student employment goes, hope for the best, prepare for the worst.

4) If you deal with the above, especially #1, San Diego is a good place for a student.

20 years old is not 'underage' in the United States.
