Two places that could use an MLB team: Portland and Charlotte. Charlotte metro has a population around 2.45 million. Portland metro has a population close to 3 million.
Charlotte could have a team to be a rivalry to the Atlanta Braves. Portland could have a team to be a rivalry with the Seattle Mariners.

Two teams work perfectly in the San Francisco Bay Metro ( S.F. Giants ) and the Oakland California A's , both Dallas
and Houston Texas could handle two MLB teams. Chicago is always going to have two MLB teams and
you also forgot about the Metro D.C market with the Baltimore and D.C. teams.

Charlotte and Portland are going to have to wait , otherwise they will over tax theirs Metro market
with too many Major League Sports teams. Charlotte can only handle two 1st tier Major Sports
Teams at the present time but could take on a 2nd tier Major League Sports team ( MLS ) comes
to mind. Portland Oregon has Major League 1st tier NBA and 2nd tier ( MLS ) which means that they could
handle another 1st tier team NFL or MLB would fit in Portland Oregon with enough Dollars to go around pretty
much like Kansas City Missouri is doing with it's MLB and NFL 1st tier and 2nd tier ( MLS ) teams.
Portland really didn't support the Beavers all that well when they were there. It seems more like a soccer town. There's nothing wrong with that as I would put Tulsa in that category. The huge gaping maw of the NFL doesn't appeal to everyone. For baseball, there's some concern about the regional TV markets being worth less if the teams have to share when the metro is under 10 MM people. It's kind of applicable with Portland as the metro includes Southern Washington.
Charlotte has to deal with the fact Atlanta still wants to be the "Team of the South". I do think a team there would be viable but I'd rather see them get the Rays or Marlins than see an expansion team.

Two things:
1. *DFW. I can NOT stress that enough because Dallas by itself couldn't do it.
2. No way Houston gets two teams. I only said DFW because there are two large cities in the Metroplex, not just because there are almost 7 million people in the area.

The Braves are removed from being the "team of the south." Their decline in play and abandonment from the standard of winning has placed them in their current situation. An American League team in either Charlotte or Raleigh, North Carolina would provide an alternative and much needed competition.
I could see the A's moving to San Jose and the Rays moving to either Charlotte or San Antonio...
Limited response because I'm on a smartphone android. The story about the A's and San Jose is this . The S.F. Giants are blocking any team from coming into San Jose , the A's have been trying to get into San Jose for the last Decade or more.As far as San Antonio and Charlotte are concerned I just don't see it , but time will prove me right.
Raiders are likely to leave for LA. I think after they leave, the A's may get a new stadium and stay in Oakland. Another team that may leave is Cleveland. Their attendance has been bad like the Rays and they have been in the wild card race the last few seasons except for last season.
