Why does Baltimore have a subway when it has an extensive light rail system? Was the city trying to compete with DC and the Metro when they decided to build the subway?

Baltimore doesn't have a 'system' at all. It has two separate lines with no direct connection. Both the light rail and metro subway are sorely lacking.

This was the Plan by 2030 , now its 2040....with the Red line and part of the Yellow line done by 2025....the rest of the Yellow line and Green line along with MARC Statewide system expansion is unknown. Amtrak will build a New HSR tunnel by 2035 under Baltimore with a New Station @ Charles Center.

That may be the plan (and someones dream) but I don't think it has a chance of being built. The budget climate has changed and there isn't any money. The Transportation trust fund was raided a couple years back and now can't even fund needed maintenance of the transportation system.

I Monitor all the Northeastern / Mid Atlantic Rail plans , the Master Plan is huge and will restore and expand the system from just above 5,300 miles to 17,600+ miles by 2050 mostly Regional Rail and Intercity Rail. Every City and Large Town in Maryland by 2040 should have Regional or Intercity Rail , Hagerstorm , Salisbury , Annapolis , Waldorf , Westminster , St. Charles , Ocean City , with Connections to other cities in Delaware and PA , York , Harrisburg , Gettysburg , Dover , Milford and Newark. The Regional Rail and Intercity Rail Plans are the cheapest , the most expensive project is the South Coast / Cape Cod Network at 1.7 Billion. Most Plans range between 300-600 Million , and will use abandoned or lightly used Freight corridors. The Speeds along these lines will vary between 90-130mph...all tracks will be replaced along with some stations...

As for Heavy Rail and Light Rail , these projects are the most expensive out of the Master Plan , Maryland alone has at least 6.4 Billion in Heavy & Light Rail Projects Planned , while the regional Rail / intercity network is expected to cost 2.1 Billion which also includes upgrading current lines. While this doesn't sound feasible to most people , the region down the road from NOVA to New Haven will be denser then Europe and most highways will have 16hrs + of congestion by 2030. Which starts to damage the economy....from Top to bottom , if you think this recession was bad if the Rail system in this region isn't invested we could see a larger crash down the road.

These Rail lines do spur Growth , whether it be the Suburban areas or the Urban areas. I don't know about Maryland , but between TOD and regular Rail Growth there has been close to 35 Billion in Developments in NJ alone , whether its for commercial or residential proposes over the past 10 years.... NY state its close to 120 Billion , just think how much development Baltimore and Maryland could see with a state wide interconnected network. The More connections and slightly better service you have , the more people will use that service. The Red line will probably boast up the Existing lines and MARC lines...

Too bad NJ would not build a rail tunnel to Manhattan under the Hudson River when the Federal Government was willing to pay for most of it. I don't think 90% of the above will come to fruition.

Actually we have a better project that is gaining traction and should be completed by 2025....New England's Rail Network should be completed by 2030 , along with most of NJ's and NY's. PA and MD are the wild cards....
