And the car is towed to the owners house as opposed to taking it to a junkyard. There is no hope for the car. Why do people do this? There are two or three in my neighborhood now.

Even if the repairs would cost more than it's worth, there are reasons to keep it. Some might be planning to fix it themself, or perhaps by the same make and model and save the wreck for parts, if they really liked it. In most cases they probably just didn't know how to make arrangements with a wrecking yard at the time, perhaps they were even hospitalized, and had it towed home until they could sort out the details.

Wishful thinking that it will be fixed someday. A better reason is so the owner can call wrecking yards and get the highest bid on the hulk for parts, or put it on Craigslist for parts.
My wife had a wreck and the car was not driveable. I had it towed to our home until we had time to work out all the details. Within a week we resolved the issue and it was towed to a dealer.

And at the tow company's lot it would have accumulated serious storage charges, also.
They must not have had auto insurance as the insurance company would pay the storage fee, total the car and sell it to a junkyard.
even if one only has " liability " coverage ? .. my toyota was fixed when it was stolen and nearly totaled but it had full coverage insurance ...a woman ran into my pinto a few years ago and her insurance company wanted to give me 300 bucks for it .. it has liability only .. i fixed it myself ..
No collision coverage. Parts on the car are worth more then what they would get out of salvage. Storage is very expensive, Put the motor in something else. Lots of good reasons as to why the would keep it.
It might not be worth fixing, but could be worth parting out. Maybe they're selling it off a piece at a time on Craigslist.
