I always have buyers wire the funds to my account but then I have a substantial and flawless record on eBay which helps with (natural) buyer nervousness.
Clearly Citibank is breaking the law in regard to Reg CC.

I don't know what my bank did to verify funds on a $16,500 cashiers check when I sold a car but they did the same day. I wasn't going to let the buyer take the car until I had the official go-ahead from my bank (Fifth Third, at the time) that the funds were good!

Not if they have made their policy known to their customer.

I highly doubt Citibank doesn't do that.

I use PNC and know they informed me.

That link also doesn't address fake cashier's checks.

I ask my bank to call and verify the bank it is drawn upon BEFORE they accept it for deposit so I don't get a charge-back against my own account. They have FAXed images of cashier's checks before to the issuing banks.

So many banks are nationwide, that you could go to that bank on the check and get it verified it is good. That is what I have done when I sold on Ebay and they gave me a check from their business.

One main reason, I stopped doing eBay years ago. There are like 3 fees you have to pay to get an item to sell. Do not do any Paypal unless your buying, Paypal chargeback is no fun. PP usually favors the buyer, I've sold items where I was 100% honest and fair that it took 2 months to resolve. I would never buy a vehicle on eBay unless I see it there, not with pictures.
