Something to think about is that a Cali boneyard may have the parts you need to put it back like it was. People think the AIR pump consumes a lot of HP but my impression is they don't.

very true, they usually take only 3hp or so to run.
I wouldn't bother with it, reflash it or chip it, if you are looking for more performance you'll want to go that route regarldess. If some petty state inspector wants to get snippiy about it, remind them they have no power here in MI, the state where the official car color is "rust" and nobody looks at what comes out the tailpipe.
Will a 95 even throw a code with no air pump? The 98 that someone else mentioned, wouldn't surprise me, as it would have OBD2.. But the 95 likely is OBD1 and i'm not positive it monitored that.
End of the day.. You won't pass emissions without it, but.. If you don't have to worry about emissions..
I had a catalyst come loose in the converter on an old S-10 I owned.. Rattled like hell.. Took it off.. Got a really long screwdriver, busted the catalyst out.. Put the converter back on. No emissions checks here, so noone would ever know unless they read the computer.

If the state does not have emissions testing, then it will never be enforced. Do people think the FBI monitors your emissions? How about the NSA; no, their too busy with phone calls.
Maybe the EPA has mobile units with sniffers?
Basically the Federal law prevents people from removing emission equipment, so the dealer will most likely say NO. But they could care less unless it affects warranty.
But remember, if you live in a state with NO emission laws, and they suddenly get a bug up their butt and pass one, you may be required to put it all back together again.
And does anyone know of or heard of anyone being fined, or imprisoned for removing emission equipment from their own vehicle by the Federal government?
If the Feds ever did, they would have to take over the entire island of Cuba to expand Gitmo to imprison the hundreds of thousands of people who have!
But I am in no way saying someone should do this!

(3)(A) for any person to remove or render inoperative any device or element of design installed on or in a motor vehicle or motor vehicle engine in compliance with regulations under this title prior to its sale and delivery to the ultimate purchaser, or for any person knowingly to remove or render inoperative any such device or element of design after such sale and delivery to the ultimate purchaser; or
(B) for any person to manufacture or sell, or offer to sell, or install, any part or component intended for use with, or as part of, any motor vehicle or motor vehicle engine, where a principal effect of the part or component is to bypass, defeat, or render inoperative any device or element of design installed on or in a motor vehicle or motor vehicle engine in compliance with regulations under this title, and where the person knows or should know that such part or component is being offered for sale or installed for such use or put to such use;”
Section 205 talks about the penalties that can be assessed for such actions:
SEC. 205. CIVIL PENALTIES.
(a) Violations.─ Any person who violates sections 203(a)(1), 203(a)(4), or 203(a)(5) or any manufacturer or dealer who violates section 203(a)(3)(A) shall be subject to a civil penalty of not more than $25,000. Any person other than a manufacturer or dealer who violates section 203(a)(3)(A) or any person who violates section 203(a)(3)(B) shall be subject to a civil penalty of not more than $2,500. Any such violation with respect to paragraph (1),(3)(A), or (4) of section 203(a) shall constitute a separate offense with respect to each motor vehicle or motor vehicle engine. Any such violation with respect to section 203(a)(3)(B) shall constitute a separate offense with respect to each part or component. Any person who violates section 203(a)(2) shall be subject to a civil penalty of not more than $25,000 per day of violation.

If it's anything like OBD1 Mustangs, when the smog pump is removed, the computer sees this and adjusts it's fuel trims to compensate for the pump not supplying O2 to the cats. So to eliminate the pump...just remove it. No need to adjust or tune anything.
Cars today are a little more complex though. You could get away with a bit more back in the early days of EFI.
