That's actually related to cars, this is not, the answer here depends entirely on what state the OP is in and what their laws are.
It's far better off in a forum of people from the same state, rather than here where you'll get answers from people in any of 50 states and other countries.
Then we disagree.
Registration is directly related to cars.
The other one is a dating prerequisite.

I do see your point on the dating thing, but as it's not location specific like a state law on registration, it wouldn't be overly out of place here
