NOW you wanna tell me this guy is is a minority? He's whiter then I am [and I can light up the night's sky!] I'm thinking he just can't cut it and using any excuse to make them allow him to race.
He's a Castilian. Presumably, this company Access who was contracted to find drivers for the "diversity" program was told to find any Hispanic, which is an accurate description of this guy. He's actually a true Hispanic, as the term mean "Of Spain". If NASCAR only wanted people of a Mestizo rather than Castilian background, they should have stated such. He has every right to sue for discrimination for being too White, and I hope he wins. Can you imagine what the founders of this country would say if they knew White people were being constantly bashed these days simply for being White?
This guy needs to rewalise that carting state championship and one other win isn't a great resume. He would be better off provig himself thru other series wins as is pointed out the program isn't producing any real prosepects;nayway. We know for example that F1 has wanted to get more drivers involved from US but its required that those drivers have sponsorship to live in Europe for some eyaars to even have a chance at success and even then the likelyhood of getting on a competitive teams is small. So not that many will take the chance either as to sponsors or drivers.Driver really only has so many eyars to go up the latter in any racing to national level.
Good point he would still be number three behind Pearson and Petty as far as best of all time.
It's not possible for a modern driver to win as many races as it was when Petty and Pearson were racking up many of their wins. The season was much longer, including many races shorter than 250 miles. It's not a fair comparison. Not to mention all the other things that make NASCAR far more competitive than it was back then.

Not to go off-topic, but one of the funniest things I heard this year was a week or two ago when the start of the race was delayed for rain, the guys in the booth made reference that the dryer's have left the track. That meant that either the track was dry or Montoya was in his car!
It's just window-dressing; an extreme case to get the hot-heads grunting and babbling.
The ONE individual who took on the racial issue head-on was the late Wendell Scott, with some occasional help from a true gentleman/journalist named Chris Economaki.
Sooner or later, someone will show up who can fill the unique void Mr. Scott left; but we could be in for a long wait.
