I want to do some extensive land clearing of 10 acres and dig a 3 acre retention pond. All the permitting seems to be for building, is a permit needed for clearing land? If so where do I find the process?

If you're west of Austin, you should call Travis County. If the land falls within habitat for black capped vireo or golden cheek warbler, permit price is determined by the amount of habitat that is on a property. This money is used to buy more land for the Balcones Canyonlands Preserve. I think this is still the case. I"m also not sure what circumstances require you to pay the fee. I just know that much since, 10 years ago, I developed the software tool they used at the time to calculate the amount of habitat on a property.

You should also contact the county if you want to dig a pond as well to go over any possible flooding or flood plain issues. You also want to site the pond for the best potential to capture and retain water.

Is it commercial or private property? It makes a big difference for the warbler and vireo issues. According to my co-worker, there are probably no problems with a pond, as long as you do not alter any waterways. Are you in Travis County? It has many more rules than, say, Hays county.

It's in the city of austin around 183 and MLK. It is zoned sf3 right now. I just cant seem to find where to begin the process

City of Austin..what a tangled web you will need to weave to get permits.

Might want to start with Travis County. When you tell them you are in the city limits of Austin, they may tell you who to contact.
