Is there any place that lists the projected completion of 290 close to Austin? The 290 web site I can find only talks about the Houston end.

I think I may have seen that page some time before, but I still couldn't find information on the area between Austin and Manor. It looks like it might complete soon but it has looked that way for several months.

Is there a new road ever built in Austin that isn't a toll road?

Very unlikely unless it is an arterial or lower road. The main sources for road funding, the federal and state gas taxes, haven't been raised in about twenty years. This means most of the value of the 18.4 (federal) and 20 (state) cents has been eroded by inflation. They have had to look for other funding mechanisms like toll roads and, unfortunately at the federal level, raiding general funding to pay for the shortfalls.

There doesn't seem to be a lot of updated information on either manorexpressway.com or mobilityauthority.com. The best information I can find is in this file that appears to be from 2010.

That fact sheet says that Phase 1 opens in 2013 and Phase 2 "could by open" by 2014. I'd expect that as the open date approaches more specific information will be given.
