imho, yes

at least the person who makes the decision is identified and the backoffice processes are improving in handling foreclosures where a short sale there seems to be no one to "make the call" --

the latest roadblock in liquidating foreclosures is the determination that without the actual proof in hand that a specific lender has the right to foreclose such an action is illegal and will not stand in court -- the lenders must do a better job on their paperwork

Yes, foreclosures are much easier to deal with than short sales. But one point about foreclosures; you can find properties for sale in the MLS that are just as good an opportunity as a foreclosure and it is much easier to negotiate with a home owner than a bank. Just because something is a foreclosure does not mean it is well priced.
