Just more total subsidies going to higher capacity, greener, healthier, safer alternatives than to car infrastructure. I am not sure why you feel a need to complicate it with "per something". It is for the benefit of everyone and everywhere.

So instead of spending $11B in tax dollars for some fugly extra lanes on 285 / 400 which will just encourage more traffic, we could have built 200+ miles of highspeed rail or doubled the size of MARTA rail in the metro.

Issue is one is federally funded, the other cannot use that $11B due to legal reasons.

Basically, you have money that cannot be used for MARTA. Use it or lose it.

The same legislative bodies that dictate that sign these budgets have the power to change the rules on how it is spent.

All of this is just a matter of the public advocating for better spending of our tax dollars. Not some divine law that dictates these tax dollars have to go to subsidizing cars.
