I think that drugs and prostitution should be legalized and at that point we should implement a massive crackdown on violent crime, robberies and the like. Put anyone who has over ten arrests for those types of crimes away for eternity. Three strikes can wind up putting way a misguided teen. Ten strikes though? Twenty?

look up crimespot.com. Look at all the car break ins along this corridor over the last 5-10 years....peachtree/mid-town lights up like a Christmas tree. This is becoming a Atlanta tradition. It starts just North of 4th or so and goes on up to buckhead.....like a swarm of sharks......
