Yes this term is used frequently in China, although it is not official.

Tier 1: Beijing, Shanghai, sometimes including Guangzhou and Shenzhen. 10+ million urban population, high GDP.

Tier 2: Other major cities: Tianjin, Chongqing, Chengdu, Hangzhou, Nanjing, Wuhan, Qingdao and so on. about 3~10 million urban population. relatively high GDP, less global influence than tier 1.

Tier 3: Medium-sized cities, including smaller provincial capitals. usually 1~3 million urban population.

Hong Kong is usually not classified because it is not comparable with mainland cities, otherwise tier 1.
