OP you might try calling these people. They are big time Lake Powell boat and estate developers. They could possibly have an answer for you.
5 Things You Should Know Before Buying a Lake Powell Houseboat

Knowing the Park Service they may allow some things to take place out of the norm, but if people abuse the privilege(s) then they clamp down and make it difficult for others that follow.

The lake is not hazardous to your health, it was the co'2 from the houseboats that's since been rectified, and/or boaters are warned about. That co'2 problem is on all lakes in the US...read on...

Carbon monoxide is CO. Carbon dioxide is CO2.

Looks like modern houseboats are designed with a tall stack that discharges carbon monoxide above the boat, whereas formerly it was discharged at water level.

USA TODAY Businesses at Lake Powell unaffected by spill -- for now

Gold mine's toxic plume extends to Utah

And Jim Field, a chemical and environmental engineering professor at the University of Arizona, said the contaminated water should be diluted enough not to kill fish by the time it reaches Lake Powell.

"We don't anticipate that there is going to be a significant impact to the Arizona side of Lake Powell," he said....

And we wait and see...

It would be SO simple to stop the pollution. Find a section of junk desert, divert the river temporarily and create a holding pond with plastic sheet, revert the river, let the stuff evaporate, clean up. Problem solved.

But no, let's do nothing cause the EPA is above reproach.

But, did you know ALL of Las Vegas's treated sewage is dumped back into Lake Mead? Billions of gallons.

Drink THAT California!
