Unless someone has traveled high and low through most Latin American countries, they won't know what the safest and cleanest cities are. Many are not popular touristic destinations. Many are more well known locally within the national setting.

Usually these 'lists' are poor (as most 'best' lists are) because the people who create them are limited in their travels.

An up and coming "city" in Guatemala is Ciudad Cayalá or Cayala City. If we count that as a city, then it will definitely become one of the nicest, cleanest, and most organized cities in Latin America.

Despite the project is not complete yet (construction is done in fases), some people are already criticizing this, but I think it could work.

As far as Mexico goes, I've been to DF, Querétaro, Monterrey, and Guadalajara. Querétaro is by far the cleanest and nicest city. All the other cities have their nice areas of course but Querétaro just seemed to me the most functional and beautiful of them all. Monterrey is big and there are some gorgeous areas, but it's meh overall. Guadalajara has some hot people and zapopan is fancy, but I wasn't crazy about it as a city. DF is just big and gross though the zocalo is nice.

Monterrey is a beautiful city, but is a little too Americanized for my taste. I really would like to check out Queretaro, I keep hearing great things about it. I knowalot of people from DF who have moved there.

Ditto. If it weren't for the fact that I was visiting my family, I otherwise was very underwhelmed by the city and its culture. I mean, I had to buy tortillas from the STORE, in plastic wrap, not fresh from a tortilleria which are relatively rare there compared to my hometown of Culiacan (like every other corner, lol). Also, American style eateries like Chilis are pretty standard. Having that said, its natural surroundings are gorgeous, and I would recommend anyone that visits the city, also check the nearby mountains.

Here are some random pictures I took while in Monterrey about two years ago (apologies for the quality, taken from my Instagram account):
