Most violations were quickly corrected. Sanitizer solutions are at acceptable concentrations. Prepared foods are date marked. Cups in the beverage area appear clean.
  • Critical: Food - Packaged and Unpackaged - Separation, Packaging, and Segregation* (corrected on site)
    Observation: Raw chicken is stored above pudding and sauces in the walk-in refrigerator.
    Correction: Store raw foods in a manner to prevent accidental contamination of ready-to-eat (RTE) foods. Employees moved the chicken so it won't accidentally contaminate RTE foods.
  • Cloths - Wiping Cloths - Use Limitation (corrected on site)
    Observation: Wet wiping cloths are not stored in sanitizer solution between uses.
    Correction: Ensure wet wiping cloths are stored in a chemical sanitizer at the proper concentration between use. Employees placed the wiping cloths in buckets of sanitizer solution.
  • Critical: Food - Potentially Hazardous Food - Hot Holding* (corrected on site)
    Observation: Some items (crab Rangoon, vegetable egg foo yung, and chicken chunks) on the buffet are at inadequate hot holding temperatures.
    Correction: Discard the foods. Maintain foods at 135°F or above through the hot holding period. The owner discarded the foods.
  • Critical: Food - Potentially Hazardous Food - Cold Holding* (corrected on site)
    Observation: A few foods at the display cooking area (imitation crab and a garlic-in-oil mixture) and in the walk-in (chicken wings) are at improper cold holding temperatures.
    Correction: Discard the food and ensure that potentially hazardous foods for cold holding are maintained at 41°F or below to inhibit the growth of harmful bacteria. The foods were discarded.
  • Temperature Measuring Devices - Ambient Air and Water (corrected on site)
    Observation: There are no thermometers in two of the refrigerated units to monitor temperature of potentially hazardous (TCS) foods.
    Correction: Provide thermometers in all refrigerated equipment which holds potentially hazardous/TCS food. The owner placed thermometers in the refrigerators.
  • Critical: Equipment - Food Contact Surfaces, Nonfood Contact Surfaces, and Utensils* (corrected on site)
    Observation: The following equipment food-contact surfaces were observed soiled to sight and touch: most of the stainless steel food pans.
    Correction: Clean and sanitize these surfaces for food contact. Pans were taken to the 3-bay sink for washing, rinsing, sanitizing and drying.
  • Equipment and Utensils, Air-Drying Required
    Observation: Almost all stainless steel food pans are stacked while wet after cleaning and chemical sanitization.
    Correction: Allow pans to dry before being stacked or stored to permit evaporation of chemical sanitizer and moisture that may encourage microbial growth.
04/22/2015Routine
The staff has worked diligently to complete almost everything required to meet VDH permitting requirements. Floor tiles and grout has been replaced on floors. Coving is installed. Holes in walls are filled. Tiles were replaced near the display grill and filled around the water heater. Gaskets were installed around walk-in refrigerator and back door. Restroom doors have automatic door closures. Sinks have been caulked around top and side edges. Trash receptacles have lids. A door was installed on the laundry room. Boxes and unused equipment have been removed. The bottom of the walls in the walk-in refrigerator are repaired. The grate over the duct (across from dish machine) is replaced. The wall behind the dish machine has been cleaned and repaired. THE FACILITY HAS BEEN PERMITTED TO OPEN AT THIS TIME.
We have agreed on completion dates for the following corrections:
(1) One metal strip for holding ceiling tiles in place is missing near the display grill. They will replace it by Monday, Feb. 2.
(2) A small gap still exists around the back door. Air can be felt coming in, They agreed to install weather stripping on the door to seal it completely. This will be done by Monday, Feb. 2.
(3) The doors to the walk-in refrigerator and walk-in freezer do not seal completely. The will be replaced by Feb. 28.
(4) They have agreed to replace the tiles in the buffet area by Feb. 28 with tiles that are smooth, easily cleanable and water resistant (like the ones they installed in the display grill area).
The Food Establishment is permitted to operate until February 28, 2015. A follow-up inspection will be conducted on or before that date to verify completion of the 4 pending repairs listed above.
Self-stick Mandarin language hand wash signs were provided. The staff immediately posted them at hand sinks. Mandarin language information was provided to the staff about Employee Health Policies (citing specific infections and symptoms) and a 25 page food safety guide (from Washington state, but most applies in Virginia also).

No violation noted during this evaluation.
01/29/2015Follow-up
Previous Pre-opening inspection done by another Inspector earlier today. The dish machine was observed as working properly. The temperature in the walk-in refrigerator is acceptable. Some improvements and corrections were made during my inspection. Most of the conditions must be corrected to meet VDH requirements. A permit can not be issued until most of these conditions are corrected:
(1) At least one floor tile is missing. Several areas of floor require either additional grout or sealing of grout. Floors must be smooth, easily cleanable, and resistant to moisture.
(2) The floor in the walk-in refrigerator is in poor condition. The floor must be smooth, easily cleanable, and resistant to moisture.
(3) Holes in walls in the kitchen must be filled. The walls must be smooth, easily cleanable, and resistant to moisture.
(4) In the kitchen and storage areas (including the room with the clothes washer), the junction where floors and walls meet requires coving (J-shaped plastic), which must be securely sealed at top and bottom so there are no gaps.
(5) Ceiling tiles in the kitchen, storage areas, and food preparation (such as above the grill and above the buffets) must be smooth, easily cleanable, and resistant to moisture. Acoustic tiles (with many small holes) are not acceptable in these areas. Holes and spaces around ceiling tiles must be filled and sealed (including around pipes).
(6) Gaps around the top and side of hand sinks must be sealed. Some were repaired during the inspection.
(7) The grate over the duct (across from the dish machine) must be put in so it covers the opening.
(8) Gaps exist around the frame of the back door. The gaps must be sealed so that pests can not enter.
(9) The walk-in refrigerator door does not seal adequately. A new door gasket is required.
(10) The walk-in freezer door is warped, so does not seal properly. It must be repaired or replaced.
(11) A door is required to seal the laundry room. The employees brought in a door during the inspection. It must be installed.
(12) Both light fixtures in the kitchen are missing covers.
(13) The wall behind the dish machine (near the floor) is very dirty and some of the wall covering is missing. A similar condition exists in the walk-in refrigerator. Clean these areas, then repair. The walls and floors must be smooth, easily cleanable, and resistant to moisture.
The staff is working on repairing many of these conditions. I will arrange a follow-up inspection tomorrow morning by contacting the translator, who will call the staff.
