Discussed the following with the person in charge (PIC):
1. Observed only a meat thermometer in the facility. Provide a metal stem thermometer that is scaled in 3° increments and is capable of measuring temperatures of cold and hot foods.
2. Observed no chlorine test kit on site to measure the sanitizing solution concentration. Provide a chlorine test kit.
This inspection was conducted at the Charles City County Fair.

    Observation: The person in charge was not available at the time of inspection.
    Correction: The permit holder shall designate a person in charge who is authorized to monitor and manage all food establishment operations and who is authorized to take actions to ensure that the Regulations' objectives are fulfilled.

    Observation: Food employees are not informed of their responsibility to report to their PIC information concerning their health and activities as they relate to diseases transmitted through food.
    Correction: PIC is to advise employees of their responsibility to report in accordance with law information concerning their health and activities as they relate to diseases transmitted through food. Recommend posting the policy in the kitchen.

    Observation: Pesticides are not being applied by a certified applicator. Observed a can of insect sptray stored in the kitchen. The staff removed the can of spray from the kitchen.
    Correction: Restricted used pesticides are to be applied by an applicator certified as defined in 7 USC 136(e) Certified Applicator, of the Federal Insecticide, Rodenticide Act, or a person under the direct supervision of a certified applicator.

    Correction: Working containers of toxic items are to be properly labeled with contents. Identification of these containers with the common name of the material helps prevent the dangerous misuse of the contents.

Facility was not open at the time of the inspection. According to PIC Facility is used every weekend May - Sept. for soft ball games. Charles City County employees or CC Athletic Association members prepare and serve food. EHSS offered to provide basic food safety training for staff working concession stand. Discussed employee health and provided information. Menu includes hamburgers cooked from raw, frozen state, hot dogs, French fries, bottled soft drinks and water. Food purchased from Sam's Club. Discussed transporting food in coolers with ice. Observed no sanitizer or test strips in facility. PIC says they are kept at social center and brought over when stand is operating. Recommended keeping these in facility at all times and discussed cleaning and sanitizing of equipment. Minimal equipment to be cleaned and sanitized. Mainly use single service items.

    Observation: Employees or applicants are not aware of the reporting procedures concerning information about their health as they relate to the symptoms caused by illness, infection, or other source that is associated with an acute gastrointestinal illness or a lesion.
    Correction: Have the license holder require employees or applicants report to the person in charge if they are experiencing the following symptoms or conditions: (1) diarrhea, fever, vomiting, jaundice, or sore throat with fever. (2) A lesion containing pus such as a boil or infected wound that is open or draining and is on the hands or wrists, unless an impermeable cover such as a finger cot or stall protects the lesion and a single-use glove is worn over by an impermeable cover or on other parts of the body, unless the lesions covered by a dry durable, tight-fitting bandage.

    Correction: Provide a temperature measuring device in all hot or cold holding equipment used to store potentially hazardous foods so that employees can routinely monitor the ambient air temperature. EHSS tested unit temperature with her thermometer.

    Observation: Observed the following areas in need of cleaning:
    - pipes under 3 basin sink
    - walls and deiling in women's restroom with mold

    Correction: All floors, walls, and ceilings must be cleaned as often as necessary to keep them clean. Cleaning of the physical facilities is an important measure in ensuring the protection and sanitary preparation of food. A regular cleaning schedule should be established and followed to maintain the facility in a clean and sanitary manner. Recommend closing women's restroom until the mold issue is addressed.

    Correction: Recommend cleaning the surface at a frequency necessary to preclude accumulation of soil residues that become encrusted or attract insects and rodents.
