Well, this brings up a good question. If we assume, say, that the major "people groups" are Anglo white, Hispanic white, Black, and Asian, what is the maximum percentage any one group can hold and still be able to call the area "diverse"? And what is the minimum?
As I stated earlier, many people consider Orange County, CA "not diverse" because it is only about 2% black, although none of the other three groups mentioned above constitute more than 38% of the total.
My area is 99% White because of 30 years of snob zoning and runaway McMansion development.

You're talking about mestizos. Many Hispanics are almost purely indigenous, and others are almost pure European, like my neighbors, who are Argentinians of Italian ancestry. You really can't generalize.
My town is a suburb of Pittsburgh and is about 89% white. Best public schools in the state. Very nice place. Pittsburgh is 65% white and very segregated. I have rarely been anywhere that is so-called diverse as people seem to live in pockets of their own race.

It is not, but societally it can function as one. Mexicans/Central Americans and Puerto Ricans/Dominicans have similar political goals and cultures. Cubans are a whole different ball game. That doesn't mean are not exceptions and that they are all the same, but groups within the Latino/Hispanic demographic function similarly to a race.
