Trying to apply an either/or label to an entire state always seems like folly to me - particularly states with more land mass/border creep than a small New England state. (Anyone want to try to label Illinois? Thought not) Yes, the parts of northern Iowa that you mention are definitely Upper Midwest. Can't apply the same label to the southern tier of counties in Iowa, as you've pointed out. The fact is that "regions" don't always cleanly follow state borders or great rivers.
