Assuming that the cop car has a camera the license tag of the BMW can be traced back to the owner. A BOLO was hopefully issued by the officer. I was nearly run down as a pedestrian in a high speed chase. It was terrifying when the car driven by the perpetrator, weaving in and out of traffic suddenly used the sidewalk I was walking on to flee. In some instances a chase is worthwhile. In others it's too much of a threat to others.

If the vehicle gets out of sight from the pursuing officer, then the government has no case as there’s no way to prove who was in the driver seat.

Similar to red light cameras taking a picture of a car and sending the ticket to the car owner, but the car owner wasn’t the person driving.
