Young Professionals in Syracuse and Utica? (New York, Clay: transplants, apartments, lofts)

I have been offered a job in what is believe is mohawk valley area. I am willing to commute from Syracuse as has been recommended by my potential coworkers. However, I am wondering about the quality of life for a transplant who has no family or friends in the area. My closest family is in NYC. Is there a good quantity of transplants to make friends with? Also, this matters to a lesser extent but is there a group of middle class
young black professionals? Or is African American community mostly a lower class blue collar group? I only ask because like minded individuals with a similar cultural background like in Atlanta would be a plus, but I can make friends regardless of background as long as there is a good amount of transplants without an already set friend group.
Also, has Startup-NY brought an actual tech scene to the area?

Where exactly is your job opportunity? What are some of your interests? What are you looking for in a neighborhood/community?
There are transplants in the area that live throughout the area, but many live within the city of Syracuse(Downtown, Westcott, Tipperary Hill, Franklin Square, etc.) or suburbs(generally eastern(DeWitt/Fayetteville-Manlius area) and northern (Liverpool, Baldwinsville, Cicero/North Syracuse). Some may go to the western suburbs as well.
You will find a substantial Black middle class on the city's East Side(13224 is the blackest middle class zip code outside of the NYC area in the state with a percentage in the mid 30's to 40%), into the eastern suburbs(particularly DeWitt). Some are also in the northern suburbs(particularly parts of the Liverpool and North Syracuse SD's), the South Valley neighborhood into northern Nedrow(CDP)(Onondaga Central SD), outer SW neighborhoods(Elmwood up the hill, Strathmore and Winkworth) and some in the western suburbs(particularly in parts of the Westhill and West Genesee SD's), with others scattered as well.
In the Utica-Rome area, you may find middle class black residents in the outer city neighborhoods of Utica(North and South) and Rome, as well as suburbs like New Hartford, NY Mills, Clinton and even the Whitesboro SD/area. A group in that area: https://www.mvfrontiers.com/
There is a tech scene in the area/region, with companies like Sensis SAAB, SRC, companies at the Griffiss Business Park in Rome, Anaren, Indium in Clinton, Hill ROM and Terakeet, among others. Thank you for all the information! Only thing i'm trying to figure out now is why all the apartments look like there made in the 1960's. Finding something under $1200 bucks in Syracuse, that is less than an hour commute from Rome shouldn't be this hard.

Where have you been looking in the area and Rome is under an hour away, depending where in each city/area you are going to and from.
Given the long commute, I would stay east/NE in terms of a search. While directly north of Syracuse, it is close to the Thruway and you can get to the Griffiss Business Park in about 45 minutes: https://www.apartmentfinder.com/New-...nor-Apartments
These listings are in a condo community in East Syracuse not too far from the Thruway or I-481: Classified Ads - Watertree of Dewitt
It is close enough to Syracuse while making the commute a little bit more reasonable.
As for Utica, which is another option, there have been some newer Downtown apartments built in refurbished buildings. So, that is something to consider as well.

Rome is working on the housing aspect in terms of attracting professionals by using state funding to help revitalize its Downtown.
