In terms of a city neighborhood, Berkeley Park comes to mind due to its proximity to SU, the nearby hospitals and the Westcott neighborhood and Crouse-Marshall business districts: https://en.wikipedia.org/wiki/Berkel...toric_District
Something to keep in mind is that a portion of the neighborhood is also in the town of Onondaga(Westhill SD), while the city portion is zoned for Roberts Elementary/Corcoran High, which has the only International Baccalaureate program in the city SD.

Piercefield is overlooked big time and is on par with any of the nicer neighborhoods in the area, in spite of being in blue collar Solvay. Very much an old money neighborhood.
That part of Fulton west of the river actually isn't that bad, for the most part. I would sometimes take Route 48 on my way to Oswego. Battle Island State Park, Midway Drive In theater and Thunder Island Amusement Park are off Route 48 near that part of Fulton.
Just to add, many of the streets around Fulton HS/SE of Lake Neatahwanta in the SW portion of the city/on that side of the river are pretty solid/nice, middle class area: https://maps.app.goo.gl/4wBhqUh5BTZD3WBJ6?g_st=ic

It also could be good for those that may work in Oswego or want to be close to Lake Ontario, but also closer/close enough to the immediate Syracuse area.
