Then they go on Craigslist and see that they can get a plot for 50% less and often one that is located in a better (older) area.

So you just leave your ad up indefinitely until someone happens to die who happens to want to be buried there? Is there a cost associated with that?
Notifying funeral homes is a good idea -- unless they have some sort of deal going with the cemetery in question.
Yes - don't know the OPs situation, but here in our county, the cemeteries are usually run by the different churches. We use the Catholic one and you go to the church to buy a plot or if you don't have one, that will be done when you make the funeral arrangements.

This is in Los Angeles County. Lots of cemetery brokers in the county.
List it with a local realtor. Have them put a 'For Sale' sign on the plot. Then call a TV station and have them do a unusual or interesting community segment spot on TV and get tons of publicity and a possible buyer or 2 interested.
