Two different votes have me confused. "On Passage," which I thought was the actual vote, and "On Agreeing to the Resolution," which does look like the actual vote.

Apparently 290 votes were needed to expel, and they got 311.

I do not defend Santos but why are democrats never expelled? One is an anti-semite, one pulled the fire alarm and suspended an important vote. Nothing happens to them.

This article says he is only the 6th person ever expelled, so it's a rare thing to happen at all.
