I know for a fact that they look into the rear view mirror for a second to see who they cut off, and that's the time I shake my head exaggeratingly from side to side and mouth the word "stupid"

Actually it is a law that you're not supposed to cruise the left lane except to pass. It's not enforced but it IS a law.

I know this is old but thing thing about driving in NoVa that is incredibly frustrating is, and maybe this is because so many people in this area are from other parts of the world so culturally everyone has a different driving style, but people either drive extremely slow and below the speed limit or extremely fast above the speed limit like they're on a nascar track.

There really is no middle ground which creates a mess of everyone trying to cut each other off and of course there is the whole self important aspect too.

Depends on the state. In Virginia, being in the left lane is
fine unless one is blocking traffic, in which case one should
move to the right (on the overtaking vehicle's signal,
whether honking or flashing headlights).
