In terms of a neighborhood/area of town, South Utica from around Memorial Parkway/Burrstone Road to the Utica/New Hartford(village) line has some businesses on Genesee Street and is a straight shot to the art facilities and Downtown further north on Genesee. It’s proximity to the village of New Hartford, which is walkable and has some shopping, means that there is another option nearby. It also has St. Elizabeth’s Hospital and Notre Dame Elementary School as well. Notre Dame Jr/Sr HS isn’t too far away on Burrstone Road and is near Utica College. ConMed is also nearby on French Road. Mohawk Valley Community College is nearby. There is also a zoo nearby going east down Memorial Parkway. It would be nice if the Uptown Theatre in that area of town would open up again. Some information: Notre Dame Schools | Utica NY's Premium Private Education

I get that Utica has a growing refugee population which is helping continue its history as a melting pot city, but I will never understand the appeal of this city. The government settles dirt poor refugees here as a way to slow population loss. Miserable weather, combined with an awful local economy. Closest large city is Syracuse which is an hour away.

It isn't like Schenectady where at least you have Albany, Troy, and Saratoga within a very reasonable driving distance.

Does anyone know of other depressed cities in the state or country where the government has resettled refugees as a way to grow the local economy? I'm curious to see if there have been case studies or anything with hard stats.

I'm all for bringing refugees into this country if it's economically intelligent, but it just doesn't make sense to me.

Cities like St Louis and St Petersburg FL are known for taking in Bosnian refugees. I believe that Waterloo IA has as well.

You can get to Syracuse in a little less than an hour and you have some companies in the insurance, defense and medical device industries in the area.

It also has had a reputation as a mob town and the things that come with that.

With that said, it still offers its share of things for a city/area of its size, but like a lot of cities in the state, NE and in the North in general, it has a bad rap to get over. Hopefully a project like that one being proposed will be a step in the right direction.

Varick Street/the Brewery District has seen some new businesses and Baggs Square has seen some development already. So, there are some things that are actually occurring in terms of development.

With the Stanley Theater and Munson-Williams-Proctor Institute(affiliated with the Pratt Institute) on Genesee Street, it has the potential to form an Arts district just south of Downtown.
