You can find lobster take-away dinner (or even in restaurant) at some places for low as about $50 give or take. It won't be best quality (think Red Lobster), but there you are....

It is possible that that this guy while perhaps homeless gets a check each month (disability, Social Security, pension...) thus could afford this lobster dinner. He's not paying for housing apparently so might as well live large dining wise..

Now the masks are off, and people just stopped giving a f- - - and things are filthier than ever imo.
