Why does the area by the LIRR station feel so grimy? Is it the homeless shelters in the neighborhood?

It is grimy even without the homeless shelters

All the commercial buildings on Sutphin between Archer and Jamaica Avenue look run-down

That little corridor just needs a facelift.
