Now if OP can solve the water puzzle he could simply buy Coyote Springs for very little...A lot more viable than a place in the distant north end of the state. And with equivalent disaster numbers.
Too hot in summer, won't work. I would consider Rachel, NV only if it needs to be close to Las Vegas.

Well, this proves you've never been to where you want to build. Damn hot there, too. And cold as hell in winter.

This Big Smoky Valley area has the absolute lowest natural disaster reported (other than tiny earthquakes that no one will notice in lifetime) in whole United States because of two mountain ranges protecting all wind, fog, and extreme bad weather. Land there is very desirable, peaceful, and ultra-safe. Maybe someone will get there before me.

I like to be a game changer and innovator who doesn't like to follow everyone else living in continuing urban sprawl and unaffordable housing. Based on my ethnic business background, I can form alliance with tour companies from China, and there will be direct, non-stop flight from Beijing to Durango, NV. The official language there will be both English and Chinese written on same board everywhere, the only city in United States.

For starter, I probably will build a small hotel casino resort with a large bar scene attracting Millennials, along with a big coliseum GA venue designed to handle a similar "Burning Man" event currently taking place in Black Rock Desert yearly, while adapting to new socialism quality of life. Word gets spread out by tourists from this influential city and beautiful scenery, they want to buy a house there, and the rest is history with fast-growth population and job creation.

Sorry if I sound like I'm just daydreaming, and I know it may not happen, but I'm kind of anxious to build this kind of business, actually. Any opinions are appreciated. Did I select an awesome location for generations to come?
How can you be considered credible? You have dreams of building a haven for foreigners without even understanding the logistics of building infrastructure? Billions of dollars to invest? And you come to this forum to ask for opinions? You are doomed to failure before you start.

And I can tell you Chinese people don't want to go to a Burning Man type event.

Kingston, NV is centrally-located (middle) to five major metropolitan US cities (San Francisco, CA, 418 miles. Los Angeles, CA, 474 miles. Las Vegas, CA, 302 miles. Salt Lake City, UT, 392 miles. Boise, ID, 415 miles.

Global warming and natural disasters are happening right now across United States, with evening temperatures at lower-70s degree becoming more common in southern California. And you live in a high-risk earthquake zone area.

Everything we plan is in very-early stage without official confirmation yet. Remember, don't think too much about this thread yet. Have a great day.

I disagree... Once the new tourist town stabilizes (if planned carefully), expect home prices to jump up there fast due to its scenic location, and a future ski resort up on Arc Dome peak area.

Ski resort, eh? Okay! I'm in!

Do you know why they call it "Smokey Valley"?

https://en.wikipedia.org/wiki/Big_Smoky_Valley

"Big Smoky Valley was so named on account of haze which frequently settles there.[3] It is known by other names (some with different spellings): including Great Smoky Valley, Smokey Valley, Smoky Valley, Wen-A-No-Nu-Fee Valley, and Won-A-No-Nu-Fee Valley.[4] "

That last one is pronounced, "Wanna No New Fee".

Somewhere near Reno or Carson City would be a much better location.

Building a ski resort would take over 20 years after my new town is found. I'm only interested in becoming first mayor and build a simple tent outdoor playground event, similar to Burning Man (except we don't burn, no fires allowed). Then construction companies from China or India will come here to build infrastructure, while tourists spread its new tourist city name to people.

Big Smoky Valley is just a name, but this area has the absolute lowest natural disaster in this entire country. We cannot ignore this precious beautiful land that will benefit us for long-term sustainable growth, along with global warming that is ruining California from fires with increasing daily temperatures.

I'm going to go ahead and patent my new tourist city named "Durango, NV" and its specific location (just 10 miles north of Kingston, NV) on NV-396 highway. The lowest point elevation there is actually only 5,400 ft., not too bad.

Reno has a lot of earthquakes. In the future, it could be just as worse as California.
