I’m looking at my vehicle tax bill I just paid for a 2019 Honda Cr-v. The assessed value according to the bill is 1230.How they arrived at that is beyond me, but tax bill, including discounted registration fee, is $311.62 for the year. Try www.horry county.org, may be a better explanation there.
In NJ we pay a yearly vehicle registration fee. It's basically a yearly tax. Is this the same kind of thing, or is this in addition to a yearly registration fee? The cost is surprisingly a lot more down there. I think here it's based on vehicle type. SUV is more than a compact, but still <$100 year for a non-commercial vehicle.

No it is not the same. It is a property tax that is paid yearly on the value of the vehicle. As the vehicle ages, the tax paid goes down. However, our registration fees are billed along with this tax as well as a road fee. I live in Greenville County. What I would pay in Horry is probably different.
Definitely on federal if you itemize (which most folks don't since they significantly increased the standard deduction). Not sure on state which has a limited number of deductions.
