Lowertown Saint Paul, hands down. There are some Minneapolis neighborhoods that have an edge over St. Paul for vibrant 20-something socializing, but the commute would be needlessly brutal. Living in Lowertown you will be 10 minutes or less drive time to 3M. Plus downtown Saint Paul is really experiencing a vitality boom. And if you want to hang out in Uptown or Downtown Minneapolis, you can jump on the new Green Line LRT or drive yourself in about 25 minutes.

I'll be frank. St. Paul and the East Metro is relatively "sleepy" though a great place to live. All of the action is in Minneapolis and the West Metro. The youth, the scenes, the music, the shops, the night life. In St. Paul, areas around the major colleges (and there are quite a few of them) are also a little more lively. As others have said, Lowertown in downtown St. Paul is a really good bet, though not very large. Maplewood, Oakdale, Woodbury are utter bores.
