If people choose to sit in a car in traffic on congested roads for hours, that's their problem. I always put the car away and strictly get around via public transit when I am there. It is MUCH faster, very cheap, and runs on robust schedules.

The issue with cities not on that list is that we HAVE to drive to get where we're going, unless we depend on awful bus systems, or very limited commuter trains, if there even are any to begin with.

That being said, I find Miami's traffic to be quite good compared to other Florida major cities, and that can be attributed to the region actually having decent roadway infrastructure. There are a lot of cars, but unlike Tampa and Orlando, the traffic generally remains flowing.
NYC roads and highways don't become congested out of thin air.

It's like the old saying "more than half of the people don't own cars," that means almost half do. In a city of about 8 million, that is at the most 4 million people.

Then you have to add all the people that drive from the suburbs in all directions into the city for work (obviously not the ones that take the trains), the one's that drive into the city for entertainment, visit the museums, attend events such as a parade, the ones that use the city's airports, interviews, business meetings, etc. That should add a few hundred thousands of people at the very least day in, day out.

Then add all the people that enter the city on buses, those driving trucks, etc.

don't forget there's also everything from construction workers, repairs, supplies....there's millions making the whole thing run
