I see it as a sign of them mailing in the election. Congressional elections really don't appeal to local parties, since there's very little patronage to have. Perhaps they are eyeing the potentially open County legislative seat instead, and this is a chance for them to go around and gain some name recognition for whoever they plan to back fill that spot.
