Such as? Not sure why a house would have 2 meters if it wasnt renting and I am not sure they could get a separate meter if it wasnt a legal rental.
There are any number of reasons for a second meter. The utility company does not "check" if there is an apartment or not, legal or otherwise. If the bill is paid, all is good.
Some municipal codes write in the presence of additional utility meters as "presumptive evidence" of some accessory dwelling unit. The utility does not run a check with the AHJ to see whether the apartment is legal or if there even is an apartment. It is also entirely possible that a secondary meter is present without separation of living spaces. Some landlords have offered whole-house rentals or have legal 2+ family units and maintain an additional meter which is used for building utilities. In these cases, a tenant may pay for electric use within the unit, but the owner has building mechanicals hooked up to his own meter to ensure they remain powered.
It all depends.
The town might even request one to supply enough power for a proposed addition if they feel like the current one isn't enough, even with a subpanel.
Two main feeds, each connected to a meter supplying power to one house is not unheard of.
It more or less has to do with the plan's examiner.
