It would be presumptive evidence of a violation, the same as two mail boxes, 2 telephone landlines under different names. Many jurisdictions have it in the building code.

So the question is is there any code enforcement being done.
Farmingdale between village and south 10 to 20% of homes with two and three meters.
Grand prize winner is five (5) meters by personal observation - private one family house.
So wouldn't you think that someone in code enforcement with simple driveby would notice and initiate a follow-up.
I wonder with all these employees what is the number of enforcement actions.

No municipality has the staff to handle personal observations on every house in their jurisdiction. Most residential code enforcement is run in a complaint basis. You are free to submit your concerns to the local building department to initiate investigations into these specific dwellings.

For the most part, building departments are busy handling plan reviews, issuing permits, performing inspections on new construction, plumbing, etc. A few townships may have large staffs to go along with larger coverage areas and populations, but for many villages it's one or a handful of staff who may not even be full time employees.
