That bill doesn't sound that bad. Power tools use alot of energy.
A lot of power tools are charged. Saws are usually plugged in when used--how much can they be used? I've had work done and had the contractor there for 2 weeks while I was home and working on the computer all day and my bill wasn't significantly more. I think the OP needs to find out what's being used--maybe they're leaving lights or tools on and charging overnight. The OP doesn't even live there yet--seems a bit high.
it's not the tools. 5 of them using 300 watts each running for 8 hours STRAIGHT for 30 days STRAIGHT is only about $80 for the month using ~$0.23/kwh. Even a table saw at ~1500 watts running randomly throughout the day won't add up to an hour of straight run time. 1 hour with 5 saws for 30 straight days is ~$50. It's not the tools.

I asked the same. When I bought my house, I was responsible for a portion of the bill (from the date I closed on the house). It was virtually nothing since no one lived in the house but I was advised at closing that I would pay, if applicable, from the closing date until the end of the billing cycle.
Alternatively you could go read the meter on a day they will be there (start & finish) vs. a day when they're not scheduled to be (Sunday).
