It is wrong to make someone pay sales tax on a vehicle they've already been taxed on -- doubly so when you're merely transferring the registration to your new home state but keeping the vehicle in your name.

If you apply for a new PA registration/plates, aren't there two separate spaces on the forms for mailing address and home address? I know there are on the New York forms. If it raises any eyebrows (which it really shouldn't, since everything is so automated now), being in the military and some vague "being stationed" somewhere else explanation should suffice!

I know that's only a temporary solution, but at least it'll buy you some time.

New York and it's DMV do not believe in right or wrong, they believe in collecting taxes and fees to fill the States coffers that are constantly robed by the politicos in charge.
End of story.
