California requires him to register his vehicles in California so long as CA is his primary residence. You don't get to pick and choose.

Please re-read his first post. It very clearly states that he lives in CA most of the time. That makes CA his primary residence.

It can sure be complicated and confusing.
Way back when I was in the Navy and stationed in Virginia I purchased a car in Norfolk. Since I was officially an out-of-state resident, I didn't have to pay any Virginia sales tax on the car, and was allowed to insure it here in Idaho. I was also allowed to buy a set of Virginia plates too.

When I came back here after discharge, I didn't know about the 90-day rule and my Virginia plates were still valid. When they expired, the State of Virginia generously sent me a new set by mail, which I paid for. My driver's license was still Idaho, and my insurance was still valid, so I thought everything was hunky-dory.

Until I was stopped for speeding about 90 days later. I then learned everything about the 90-day thing I ever needed to know. The hard way. I ended up paying a lot of money and getting into deeper trouble with the law I ever thought possible because I didn't take the 90-day rule seriously enough once I learned it.

I lived in Idaho and really like the Silver Valley....so I buy my trucks there.


I have to PAY Washington sales tax and register the vehicle in Washington. I have done it several times. The good news in Washington state the sales tax goes to the county you purchased the vehicle. If you bought it in Idaho, it goes to the county you live in Washington.



The person just confused DMV in Idaho...he should have never mentioned that he had a part-time residence in Idaho. Buy the vehicle, get a temporary plate and license it when he goes back to California.

Exactly. Each state has provisions for out-of-state residents to own property in that state, including vehicles. If the vehicle is garaged in ID, then the vehicle gets titled and registered in ID. There is no requirement in the ID statutes for titling vehicles (Title 49, Chapter 5) or registering vehicles (Title 49, Chapter 4) that states that the owner HAS to have a ID license to title and register the vehicle in ID. It clearly allows for owners to be from out of state and use their SSN for title application in ID.

It might have been triggered by the California resident claiming homeowners exemption on his property taxes.
