Not true, the retail policies of stores doesn't change by state. There is a no confrontation policy in effect and even "store security" in many instances with chain retailers due to liability concerns and as a result cannot confront/detain. Something NYC has as a further negative is a compact highly trafficked area that's easy to disappear into on foot as well as the subway system, while in FL it's typically a large wide open parking lot with cameras and suburban surface streets to get away on which is much more difficult for thieves to disappear into. The same is happening in Downtown Philly where I lived for a while, among other highly urban areas.
