Just yesterday I saw a woman in Seattle with a fanny pack worn that way and pointed it out to my wife, "is that a fanny pack, what an odd way to wear it." and she told me that it has been popular now for a few years because it's harder for anyone to snatch it.
Theoretically, but they can snatch YOU along with it:

If it is secured/buckled, how would they snatch it without taking you with it?
I don't use one. I don't need to be tethered to my cell phone or other little items.
I certainly am not "tethered to my phone" (those who are will have it in their hands at all times, making them easier to snatch), but when wandering around the city, I do need my flip phone for emergencies, car keys, and a credit card and/or cash. Pockets will do if I have them, but I don't always.
In fact, I was recently looking for a fanny pack at Goodwill for an upcoming trip and couldn't find any. Now I know...they've been converted to boob bags!
